Thoughts on Who Chooses What Ed Tech to Buy for the College Classroom? Jenae Cohn – Chronicle of Higher Education

Given my job and my interests, I probably spend more time than most people thinking about how educational institutions implement educational technologies. This is not something that gets much coverage at all in research literature about technology enhanced learning or ed tech, most likely because it is big and messy and complex. Most things I have seen about ed tech relate to specific interventions to see what impact a tool has on learning and teaching – which is, you know, pretty important. Alternatively another major strand seems to consist of feelings about ed tech – either at scale or individual wailing about the (sometimes legitimate) failings and ethical/moral problems of certain tools and approaches. Again, these can be important discussions to have.

I was excited to see this article in the Chronicle of Higher Education crop up in my Twitter feed today though from Dr Jenae Cohn, the director of academic technology at California State University at Sacramento. These are certainly questions and concerns that I’ve heard before but it was nice to see them articulated so clearly and evenhandedly.

Recognising that there are, of course, cultural/operational/organisational differences between HE institutions in the US and Australia and definitely different terminology, hopefully I read and understood it as intended. My biggest response was – where are your educational technologists? These challenges sound a lot like what we work to address every day (with varying degrees of success, sure). There is a reference to ed tech professionals at the end but I do wonder what differences there are in how we work and what we do.

Anyway, from here, this is largely going to be my direct responses to some of the key points. Apologies if I’m overdoing the quotes.

“Decisions about educational technology can appear opaque to academics. On the flip side, the IT staff in charge of acquiring the technology may find faculty preferences in the classroom to be similarly hazy and ill-defined.”This is literally why we have educational technologists (and also do reasonable business analysis), to be the bridge between educators and IT.

“Yet decisions surrounding digital tools — and the professional development necessary to use them effectively — seem to have no clear catalyzing origin for either faculty or staff members.” Agreed there is definitely a need for better communication, but at the same time, I’ve tried to explain the complexities of these processes only to see people’s eyes glaze over.

“Staff members and administrators often do not know why or how instructors intend to use certain ed-tech tools. The staff and administrative role is just to facilitate their purchasing and support.” So this is possibly a US/Australia thing – by administrators do you mean institutional managers/leaders (many of which are academics) or IT dept leaders? Here at least, IT dept leaders seldom make these kinds of calls without direction from the senior academic leaders in the institution. And, again, this is why we have educational technologists.

“Meanwhile, faculty members seem to think that some amorphous administrative body just decides to buy random ed tech purely for the sake of buying the latest fancy technology. Sometimes that perception aligns with reality; sometimes it doesn’t.” Again, these top end decisions here are frequently driven by senior academic leaders but the point about an amorphous admin body is well taken and sometimes decisions can even surprise the ed tech units too.

“Poor channels of communication. Because the faculty and the staff operate in separate spheres on most campuses, whether communication about teaching technology is clear and consistent often depends on where, and how, the ed-tech staff members are housed in an institution. On a single campus, you might find some ed-tech staff members in an IT department. Others are in campus teaching centres. Still others may be housed in an academic-affairs office or as part of a distinct online-learning division.” Certainly a challenge – in Australia at least, most ed tech units with the power to roll out ed tech uni wide sit in a central Learning and Teaching division and work with uni IT. There are often local ed techs in discipline based teaching centres (which we call faculties or colleges). There can also be a cultural component in HE institutions where academics tend not to talk that much to professional staff about these kinds of issues.

“Lack of representation. While faculty perspectives often shape campus technology choices, the mechanisms for collecting those perspectives may not always be representative. Some institutions have designated faculty-senate groups to discuss the choice and implementation of educational technology. But those committees may not be representative of the full range of faculty and staff voices and needs. In addition, those governance committees may not always consistently communicate with the staff members who are directly responsible for getting the technology up and running.” Any decent tech implementation project should first examine the business (learning and teaching) needs – which necessarily involves understanding what educators need (and want). An education technology will usually also need to address other institutional needs however (technical, security, financial, policy, etc), so educator input can’t be the only consideration. The question of how representative these representative groups is a fair one, with the potential for more senior educators who teach less to fill their ranks. One thing I’ve seen in Australia is that we will often seek out known ‘power-users’ or innovators in a faculty to inform decision making – which may still offer a skewed understanding of the needs of ‘average’ educators.

“Instructors going rogue. Faculty members may opt to use online teaching tools without the explicit support or licensing of their institution — turning the ed-tech environment on any campus into an idiosyncratic jumble that differs from one course to the next.” Certainly presents some challenges – ed technologists and central units actually don’t want to discourage innovative teaching practices and frequently do whatever they can to support localised implementations. Where value is demonstrated, with potential to be used more widely, they will even work to embed these new tools in the enterprise/institutional ed tech ecosystem. BUT there can be problems with integrating with existing systems (the LMS, student management etc), problems with support, accessibility, security and privacy and often problems when the person who was a big driver of using a tool moves on, leaving their colleagues abandoned.

Two suggestions:   

1) Give faculty members with expertise in college teaching a joint appointment in administrative units where they can directly influence campus decision-making about teaching — especially around purchases of educational technology.

Decision making in this space rarely happens quickly so there would likely be long periods where this person/people may have little to do. Developing stronger models for input (which many ed tech units are at least mindful of) might be more valuable. Also revisiting the weighting of priorities in the evaluation and procurement of new tools, while recognising that learning and teaching aren’t the only factors at play. Also, how would such people be found and, more pragmatically, how would we deal with institutional politics of it all? Would STEM academics accept someone from the humanities? How many would we need then? Some kind of embedding sounds useful but…

“2) Rethink the role of educational-technology professionals on campus and allow them to engage in a mix of scholarship, teaching, and administration. That way new research on college teaching directly influences technology procurement, testing, and implementation”.

Well, as an education technologist, clearly, I think this is ingenious. I have actually been advocating for this for a while but breaking down some of these perceived barriers between academics and professional staff and giving ed techs this richer experience of an academic’s work and needs can only help everyone.

Research update #55: 10 months later

The cool thing about not blogging for a little while is that I get to do one of those cool narrative jumps that you get in your better TV shows* where a bunch of stuff happens between now and then but we just focus on the now.

I’m close to putting my ethics application in, I think I’ve got a fairly decent set of survey and interview questions and I have a reasonable idea of what data I want to capture in the first phase of investigation. The plan is still to work with around a dozen local Key Informants (KIs) in universities around Australia, edvisors who will help me sense check the questions and also help source information about numbers of edvisors in their institution, where they are located and how this is arranged (i.e. faculty vs centralised units, do learning technologists work side by side with learning designers etc).

I’m kind of concerned both about the ethics process – mostly because I haven’t been through it before, not because what I think I’m doing is unethical. This comes back to a lifelong wariness of authority I suspect. Recruiting KIs is a bigger worry, I think I do my best work when I don’t have to rely on other people and I don’t think I’m particularly good at asking other people to do things – specially things that will involve a bit of effort. I mean, I do it and I’ve done it but I don’t think I do that bit very well, the getting people excited and bringing them along for the ride bit. I raised the idea of paying the KIs some kind of honorarium when I spoke to Peter (supervisor) the other day but he was against it. (Ethics mostly I think).

One great thing that has happened in the last year has been the way that the TELedvisors network (and I) seem to have become a touch point for people doing research in this area. I should say, for professional staff and PhD students doing research in this area. I think I’ve been contacted personally by maybe 7 or 8 people wanting a chat and/or to use TELedvisors to help recruit participants to various studies. These all centre around Learning Designers, interestingly enough. I guess Academic Developers, coming moreso from the ranks of academics still tend to steer clear of professional staff and nobody really gives a damn about learning technologists, except me. (That’s not true, there’s a fair body of research about technologists out there but it’s a far small slice of the pie).

I’ve also reached out to a few people doing research in this space, and some taking it off in interesting new directions. I don’t feel at all insecure about saying that I feel like many of these people are smarter than I am, so it’s nice to be able to extend myself through the complexities of their ideas. Sarah Thorneycroft, someone I’ve been fortunate to know in the sector for a few years now has started her PhD on learning design, but for organisations. I think what I admire most about practitioner driven research is that it has a tight focus on meaningful outcomes rather than feeling like some kind of loose thought exercise.

One idea that I’ve been wrestling with has been about the difference between Learning Technologists (LTs) and Educational Technologists (ETs). Part of this was sparked by my gut reaction to ALT’s definition of LTs. ALT is the UK based Association for Learning Technology. In the TEL sector, they are a pretty big deal and their annual conference is one of the events of the year, from what I understand. They run CMALT, an accreditation scheme for learning technologists and also have learning technologist of the year awards. The 2017 winner of this award posted a reflection blog saying that she works as and probably sees herself more as an academic developer. In the post she does discuss “proper” learning technologists, people with this as a blog title but neither her or ALT saw not being a learning technologist as a barrier to being the best one of 2017. Which brings us back to ALT’s definition.

We define Learning Technology as the broad range of communication, information and related technologies that can be used to support learning, teaching and assessment. Our community is made up of people who are actively involved in understanding, managing, researching, supporting or enabling learning with the use of Learning Technology.

We believe that you don’t need to be called ‘Learning Technologist’ to be one.

As a professional staff member in a Higher Education institution and someone who has worked as an actual Learning/Education Technologist for a number of years, I struggle with this for a few reasons. The biggest relates to the academic/professional divide. My immediate, visceral reaction is that academic hobbyists are barging into a domain and claiming ownership like some European coloniser here to save the poor, ignorant local natives from themselves. Clearly that is a gross overreaction. It comes from an array of experiences (shared with my peers) of being disrespected and marginalised by (some, not all) academics as a professional staff member. Research is the key word at issue, as in most institutions, professional staff are excluded from this activity.

There is a second divide, lesser spoken of than the first, the pedagogical/technological divide. While I don’t have literature to back this up, I’d suggest that there is a hierarchy of knowledge in HE that goes 1) domain/discipline, 2) pedagogical and at a distant 3) technological. Given the purpose of HE, I don’t necessary disagree with this, although it does depend on what weighting we give research over teaching as a university purpose as to the gap between 1&2 and I also question the need for the size of the gap between 2&3. Both of these factors mean that, as a “proper” learning technologist, I can sometimes be sensitive to a sense of othering not just from academics but even from some edvisors in more pedagogically oriented roles and so this sense that ‘anyone can be a technologist’ probably grates more than it should.

But, I need to recognise that my feelings aren’t the only show in town and none of this has been consciously factored in to the ALT definition. Looking at it from another angle, it is about fostering an inclusive community of inquiry and practice, which is obviously a good thing. If there is one thing my research has made clear over the last 3.5 years, it’s that language in this space is hazy and fluid and just because I believe (for some good reasons) that the term learning technologist should represent a dedicated profession, it doesn’t mean that others have to. Stamping my feet about it is certainly not going to get me anywhere, anyway.

All of which led me back to the perennial question of what does a learning technologist do. Most of the ALT definition actually does capture it, though I think we need to go deeper. Managing, supporting and enabling learning are a big part of my work, with some understanding and some researching. (I consider myself fortunate to now be working somewhere that actively supports professional staff participation in research – oh yeah, one of the things that happened in the 10 months was that I got a new job). Managing, arguably is where the main dividing line between academic and professional and pedagogical and technological can be found. (Probably supporting too but let’s stick to managing for now).

Thinking about managing educational technology led me to the realisation that we should have educational technologists (ET) and learning technologists. Both need to have a strong understanding understanding of both technology and pedagogy – a fact that many people seem to miss. The difference between ET/LTs and IT staff is that our focus is ultimately always on the best application of technology to enhance learning. Without the learning, there is no need for the tech. If it doesn’t enhance the learning, there is no need for the tech. This isn’t to say that IT staff don’t have ideas about how tech can enhance learning but this is not their primary function. (I raise this – and will come back to it in a future post – because one of the biggest misconceptions about LT/ETs is that we are primarily IT staff).

So what’s the difference between a learning technologist and an educational technologist then? Great question, thanks for asking. I would suggest that an LT is principally focused on the connections between learning, teaching and technology. They tend to work more closely with teachers and will more commonly be found in faculty/college based units than in central ones. An ET, on the other hand, does this as well but has a lot more to do with how the education technology works in and serves the needs of the wider institutional education ecosystem. They are more commonly found in central teams and will work more closely with the institutional IT teams to manage and implement systems and platforms.

These central teams are often the business owners of the tech, and In addition to the impact tech has on learning and teaching, they need to be across the practicalities of how it is supported, what happens when it breaks, how it integrates with other institutional systems (e.g. student management), how its use aligns with university policies (e.g. academic integrity), legal requirements (privacy, security, intellectual property), how the implementation works with the available staff resources to actually get the work done (amidst competing priorities) and financial considerations. These are some of the less interesting aspects intellectually of using technology in education but nonetheless, they are essential for facilitating the big picture operation of the institution beyond learning and teaching.

Now, as I’ve mentioned once or forty times before, the semantic landscape when it comes to describing edvisors is more of a jungle than a garden, but in terms of making sense of the different responsibilities of types of technologists, using educational vs learning seems helpful. Whether this might also be applied to learning designers or academic developers is something for further consideration.

It feels good to get that all out of my head.

In terms of what’s next, I have a long list of things that I’m trying to cut back to something manageable and less overwhelming. A big thing overall would seem to be to do more writing, so returning to this blog feels like a positive step in that direction. The advice I read about doing a PhD is not to wait until you’ve collected your data to start writing it – because there are going to be many many drafts before it is ready. Setting up Scrivener to support this seems to be a good next thing to do. I’ve been flipping between whether I want to set up individual Scrivener projects for each chapter or just put everything in the one. A single one feels like it might be unmanageably large but maybe there would be problems if I want to quickly access content/ideas/etc between chapters if I do it the other way. Compartmentalising by chapter feels like it might better support a sense of progress and achievement. I’ll probably do that.

Time to crack on then.

*Apropos of nothing much, one of the best shows I have watched recently, to the point where I felt the need to ration it out, has been a series called Patriot. This low key spy comedy is like nothing I have seen on TV before. It has the sensibilities of a great indie film, deep rich characters, imaginative production, a profound love of language and just superb story telling. It takes it own time and I could never tell where it was going, which makes the comic moments leap out. Stephen Conrad, the writer/director has gone on to make Perpetual Grace Inc. which is equally amazing. These are true auteur shows. (Below is a nice example of the fun they have with language – I’d share a series trailer but there are too many joke spoilers, just watch it)


Research update #39: Proposal writing Day 3: “Rest day” but with some interesting revelations nonetheless

Well it was more a day where I’d made a previous commitment to sit on an interview panel for an Education Technologist position for a friend, followed shortly afterwards by a farewell party for a friend in the same unit.

I was able to take a couple of hours to glance over some of my earliest blog posts relating to this research, which were helpful in that I could see how much my question has evolved over time but perhaps lacked a little something in terms of direct relevance to the work that I’m doing now. Fortunately, the responses to the interview questions themselves did align more closely, albeit more in terms of gaining some additional background insights.

My assigned question to ask was along the lines of what technology do you see having an impact on higher education in the next 3-5 years? Something calling for a little crystal ball-gazing and my inclination was far more to give extra points to those who were unwilling to commit to specific products or brands. It was more about getting a sense of who is keeping an eye on things than getting the (impossible) right answer. Responses ranged from mobile devices (fairly likely though parts of my institution seem mystifyingly resistant to this) to AI, AR and drones. One candidate tried valiantly to steer this conversation around to rubrics and assessment and points for trying I guess.

The more revealing question was what do you think the role of an education technologist is? This was interesting because these were all people that had applied for a position with a specified set of criteria but the responses were still relatively varied. Clearly advising on and supporting the use of technology was a common theme in the responses but from there we seemed to veer into whichever areas the candidates felt they were strongest in. Fair enough, the point of the interview is to sell yourself. This included research, production of resources and information management skills. When we asked some to expand on their answers, by differentiating the technologist role from an ed designer or ed developer, things got more interesting. Before I started digging down into this field, my take was that a developer was more like a software or web developer than the more commonly used professional developer. One candidate felt that the ed dev would be building apps. Most got that the designer had more to do with course or curriculum design to varying degrees but most also recognised that there is a lot of overlap between all of these roles and the fact that they all had slightly different takes was good for me in that it reinforced what I’ve seen in the literature (and experienced in the day to day) about the fuzziness of most of these definitions.

I guess another interesting aspect of the interviews was in seeing where everyone had come from. We had people that had entered the field from graphic design, web and multimedia design, teaching and librarianship. For me, none of this disqualified anyone though the harsh reality is that in looking for someone able to hit the ground running, it’s hard not to favour someone with experience working with academics. How you get that experience in the first place is the real challenge I guess and I think I can probably expand a little on the pathways/entry point ideas section – though I don’t feel that there has been a lot of discussion of this in the literature that I’ve seen to date.

So while I didn’t write much and I didn’t find a whole lot in my previous note-taking blog posts, I still feel like I came away with a few more ideas.
